The customary procedure of imputation of the value figures for consumption out of gifts, loans, free collection, and goods received in exchange for goods and services, among other things, has been carried out in HCES:2022-23. As a result, estimates of MPCE have been produced. Additionally, HCES:2022–23 includes a provision for gathering data on the quantity of consumption for a variety of items that households receive and use at no cost through various social welfare programmes.
